Everyone supplies a stack rank of the choices, the system finds the assignment that has the smallest sum (where a value for each person is 1 for favorite choice, 2 for second favorite choice, etc)

another calculation could be "find the assignment with the largest value for any user being as low as possible".

you could also let people dole out a certain number of points however they wish through the choices, rather than just stack ranking them.
