The main tasks here are to identify
A secondary task is to code position. When you end up reading comment texts, go ahead and code their position (see the codebook).
I will get missing comment texts from pdf files, so coding rules written for these texts may capture many additional observations when I add those texts.
Most orgs named on a docket will have an org comment in addition to any mass comments they cite.
6/13 - completed EPA with 169/434836 left uncoded
6/17 - have to still go docket by docket for FWS, began looking through National Park Service
finish org.comment for FDA, EPA, FWS, NPS
some of the org.comment code (ex. FDA) is dependent on org being filled in so can be rerun after more organization hand coding
currently congress variable is true in org.comment

Some agencies were too big to look through using the matching dockets within all comments.... BLM, WHD, HHS
some agencies were pretty messy NHTSA, NRC
had problems loading as groups, but I assume these are fine on their own but couldn't get to them BOEM, DOL, CDC, MMS, USCIS, FAA, NOAA, OTS, HHS, NRC, BLM, DOD, CMS, ETA, FNS
