local_manifest should allow remote overrides #77

I have a symbolic reference to an upstream repository on github.  I've mirrored 
this repository near a few development centers and would like to be able to 
wholesale replace all project repo references with the local mirror.

Attempting to override the remote causes repo to error with duplicate remote 
(perhaps this should just allow duplicates and take the last one).

Attempting to override defaults causes repo to error with duplicate defaults 
(also same).
