repo init error: could not verify the tag 'v1.7.3.1' #89

What steps will reproduce the problem?
1. execute [repo init -u git://android.git.kernel.org/platform/manifest.git]
2. error occured.

gpg is a normal command to find on any Linux system which is normally where 
AOSP is cloned to and built.  For Windows, try installing Gpg4win and ensure 
that gpg is in your path and can be run from the command-line.
