how to converte the "txt" of icdar2015 into xml ? #10

I have two questions ，first , I want to create the "txt" of icdar2015 into the "xml" , but I don't know how to do , can you tell me the method ? second , there is a angle information in the msra-td500 , and how can I convert the msra-td500 into the voc ? Thank you very much !
