I would like to add learn.md and a good readme for this repository please assign this issue to me I can fix it right away

Learn.md and readme.file is very essential as it guide new developers who join the team on how to set up the development environment and start developing/deploying/compiling/committing code to the project.

Please assign me this task, and I'll work diligently to make valuable contributions.
