enhancement: add a count of unseen notifications to the page title #26

i think one of the (possibly sub conscious) reasons why people use facebook is that they are kept constantly informed of what is occurring on the site when they are looking at other sites/tabs in the browser by the number that is added to facebook page titles (at the start) that shows how many new notifications the user has. this would be a good addition to elgg's notifier. e.g. instead of the page title being 'elgg site homepage' it would be '(3) elgg site homepage' if the user has 3 unread notifications.
