Can't compile php extension

What steps will reproduce the problem?
1.
Install Percona-Server-server-55-5.5.18
2.
/usr/local/php/bin/phpize 
3.
./configure --with-php-config=/usr/local/php/bin/php-config

What is the expected output? What do you see instead?
