[WEB APP] Redo red dot system on releases page

• Add number to each channel that the user has notifications enabled for based on how many items are in X channel since the user last viewed X channel
• Make the releases page only remove red dot when category is clicked that the user has notifications enabled for
• Make sure the number goes down based on how many items were added to categories the user has notifications enabled for that they haven't already seen
• Websites does NOT have red dots. The red dot on the releases page does not decrease/increase based on the websites activity

Red dot = Only shows up on channels or the page when a new item is added to a category or website that the user has a notification turned on for

Bold = Shows up on all channels when a new item is added, regardless of notification preferences
