Infra improvements #81

Honor Amulet surfacing infra failures (juju/amulet#163) and try harder to acknowledge infra failures.

Also fix the wrong test result output being shown due to IDs being re-used in the HTML.

Note, Amulet doesn't currently return 200, but Marco says he should have a PR for that available soon.
