Store the test results to s3 on cwr-charm-commit. #110

Added option to store the test results to S3 on cwr-charm-commit action. I will need to do the same for cwr-charm-pr, cwr-charm-release and crw-bundle actions but would like to get review before updating the other actions

@petevg Thanks for your comment. I updated the code so that it raises an exception rather than just mocking it.
