Add --replace option to update existing jobs/triggers #121

Currently, in order to rerun cwr-bundle, cwr-charm-commit, cwr-charm-pr, cwr-charm-release actions multiple times, you will have to delete the associated jobs from Jenkins web interface. Just add --replace option to delete and re-create the jobs.
