new etcd data format seems to be breaking flannel #1

Flannel is causing a full stop on the kubernetes deployment and needs updated to work w/ the newer format of data being sent on the wire according to the ETCD interface rework here: https://github.com/chuckbutler/interface-etcd

this was resolved with the etcd interface updates related to layer-etcd
