Added a reset task #25

Also improved the health task error checking, because while testing this, I saw some agents in failed state with the health check still reporting healthy.

Ack! Spoke too soon. I had forgotten to reset my .tox dir. When I rebuild tox, it fails -- you need to update the len in test_rules.py again :-p
