New packaging uses bz2, so support that.
Note that the charm does not include all of the python package dependencies required by jujugui, so it does have a BMI above average it is not a fully fat charm, i.e. not deployable in production environments behind a firewall as it still goes to PYPI to get dependencies.

QA:

make deploy
juju ssh juju-gui/0
python -> import jujugui
