What steps will reproduce the problem?

This issue is related to reCaptcha
1. Enter captcha text with two incorrect letters. Observe that user will be 
able to log in.

What is the expected output? What do you see instead?
User should not be able to log in with captcha text having two incorrect 
letters. User is able to log in with captcha text having two incorrect letters.

What version of the product are you using? On what operating system?
