Revive and Update the "read the docs" Builds for python-mysql-replication #496

I've noticed that python-mysql-replication's documentation build on "Read the Docs" hasn't been updated nor built for several years. Given the changes and improvements and modification that have been made to the project and the documentation since then, there's a pressing need to refresh our Read the Docs.

I didn't get what you wanted to update. Is it ".readthedocs.yaml"? Can you please specify?
