AppOrder is kept even when forcing it in admin parameters #89

If an user changes his app order, and an administrator forces a given app order, the user app order won't change. Despite the user can't change the apps order because the parameter simply disappeared, his own apps order doesn't get reset.

beside that, i have the problem that the app 'Talk' is on the user-site the last one, but in an different place on the admin settings (there it is the 6th app).

if a user changes his order the 'Talk' app will stay there. unless the admin changes some of the "default" orders in the settings.

the admin dont have to touch 'Talk' ( 'Talk' it is still the 6th app) but it will be the last app in the menue for the user.

this problem is only noticeable with 'Talk'.
