Provinces have naturual resources, fertility and climate. These can be invested in by companies or the state (depending on policy of government, but not absolute)

People can be forced, or payed to work in these, t8 get resources neccesary for hour warmachiene, and hour people's bellies.

WIP. no infrastructure has been implemented yet, but people do chose what they want to work on if anything. prob need a system for a worker cap on some tasks, also need to work on a better system for deciding what can be done where.
