Add Solutions to Chapters 3 (Growth) and 4 (Bayesian Learing) #6

Hi Boyang,

Could you create a branch and add to it the solutions of Chapter 3 and 4?

As before, I included some hints on where you can find the solutions.

Hi Julien,

I have uploaded the notebooks with answers in a new branch called "update_02_OTC". There is one small issue with Exercise 3.1: I'm not sure with A1-A3 if the assumptions on the feasible set \Gamma{X} are satisfied, and for the boundedness assumption, do you mean it can be satisfied if we have the TVC condition?
