Bump compat to JuMP 1.0 #47

I was just wondering if a new release incorporating this version bump can be given soon.

Currently installing this package forces JuMP downgrade to 0.23 while we already have some 1.1. I tried the tests and they are all passed with JuMP 1.1.1. Why not just making a release 0.4.2 or PiecewiseLinearOpt?
