Update CRAN Version #20

The CRAN version is 0.1.3. The version on github is also 0.1.3. But the github version has bug fixes, e.g. https://github.com/lockedata/namer/commit/323cdff15f5b533e81201785704e8771ebdd79e3 which are not on CRAN.
