Use holy-build-box for "generic" distro

CentOS 7 is now EOL and we can no longer rebuild our docker build images without spending unknown hours on applying workarounds so that yum repos, epel and devtoolset will install properly

So we'll skip providing a release for CentOS for Beta 2, but we should find a replacement distro to be ready for Beta 3:

• Rocky Linux?
• Alma Linux?
• Oracle Linux?
• Use Holy Build Box as the foundation?

Pivot the generic distro target be a build environment based on Holy Build Box

Updated checklist:

• [x] BLOCKER: Currently the key executables all crash out with "free() invalid pointer". If we cannot fix this, then Holy Build Box is not suitable for our needs and we will need to go back to shopping for a suitable distro.
• SEMI-BLOCKER: PHP support is not working. Any .php request just renders out the source for the file
  • This is because PHP is not "installing" in the HBB build. There is a whole lot of directories that are supposed to be under /usr/local/mapguideopensource-4.0.0/webserverextensions/php that are just not there!
    • [x] And this is because the PHP build actually failed because we should be building libonig.a with -fPIC
• [ ] SEMI-BLOCKER: The built httpd has dependencies on libcrypt.so and libnsl.so, dependencies I thought would've been satisfied with static OpenSSL linkage.
• [ ] LinuxApt components are being built in /LinuxApt instead of $somebasepath/LinuxApt
• Verify generic build of MapGuide is runnable OOTB in various distros (use docker images)

Fedora notes:

• Requires the following packages installed on a fresh docker container (fedora:40)
  • initscripts (for mgserver daemon)
  • redhat-lsb (for mgserver daemon)
  • libnsl (missing httpd dependency. Why? I thought httpd would be built with static OpenSSL)
  • libxcrypt-compat (missing httpd dependency. Why? I thought httpd would be built with static OpenSSL)
  • procps (to run ps to check if mgserver and httpd is running)

Once these packages are installed, MapGuide runs and can render the Sheboygan dataset (from Maestro map preview).
