cleanup scripts should automatically add/commit appveyor.yml

Every time I sync down new svn commits and cleanup to force push to git, I need to re-create appveyor.yml and other auxillary configs on the git repo each time.

We should keep a copy of these files and add/commit them to the newly cleaned repo before force pushing.
