Fusion: Support adding pre-defined custom projections #139

The upcoming 0.14.8 release of mapguide-react-layout will support registering any custom projections in an appdef with proj4 without an epsg.io lookup.

To support this scenario, the Fusion editor should provide a simple UI for adding/editing/remove these custom projections without having to touch the underlying XML content.
