[x] Include with the Maestro installation (this used to be part of the now-non-existent SDK package)
[ ] Revise the build process to delegate build process to the dotnet CLI and use the Maestro API nuget package
- [ ] This means that we need to include provider sources with the tool

Change of plans. We're removing this tool in favor of "build the provider template sources against your MapGuide assemblies from this repo instead"
