@kick317 Would Wordpress cover this? The new Gutenberg editor they have is pretty robust.

Something like Grav or a simple lightweight flat-file CMS might also be a good solution. I don't know of any major WYSIWYG FOSS site builders (I would assume that the assumption is that if you are seeking a FOSS WYSIWYG option you are better off just writing the HTML/CSS/JS yourself).
