Support bootloaders in the sketchbook directory #112

What change would like to see?

Support for user-installed bootloaders in the SKETCHBOOK/bootloaders directory.

Why?

To make it easier to install bootloaders for third-party boards and retain them 
across upgrades of 
the Arduino software.
