What change would like to see?
Actual arduino ide appear like this in Windows 7:

That Java Platform menu item does not work (because it is a virtual
reference) and it can't be pined to the start menu nor taskbar as user
expected.

If arduino ide cannot be pined, show appear as

I think is a limitation of the compiled launcher "arduino.exe".

Why?
User experience, functionality.

Would this cause any incompatibilities with previous versions? If so, how
can these be mitigated?
No, it is only a visual thing.

I have the same issue, but on my laptop it shows the Arduino's icon blurred.

New Icon shows a blurred version of the original arduino.exe icon. If the
original .exe is pinned to taskbar and user opens the program, the blurred
version opens along the orignal exe; its confusing for the user, and the
blurred and non-blurred icon are really contrasting..
