Arduino IDE menus don't work properly #239

What steps will reproduce the problem?
1. Click on a menu in the IDE
2.

What is the expected output? What do you see instead?
When you click on the menubar it's supposed to drop down, then you release
the mouse and choose what you want on the menubar.  As soon as I release
the mouse the menubar disappears.

What version of the Arduino software are you using? On what operating
system?  Which Arduino board are you using?
It affects every version of the IDE I've tried (currently 18), using Arch
Linux.

Please provide any additional information below.

This sounds like a Java problem and I don't think there's anything we can do 
about it in the Arduino code.
