No scrolling when dragging a docker to the edge of the canvas #226

What steps will reproduce the problem?
1. create an edge
2. drag a docker to the edge of the visible canvas

What is the expected output?
automatic scrolling

What do you see instead?
nothing happens

when resizing over the visible edge of the canvas, the canvas is scrolled, but 
the
resizing then fails.

That the resizing/drag'n'drop includes the scroll offset is fixed, but I dont 
know
how to scroll automaticly. Because for resizing this works but not for 
drag'n'drop.
Maybe because of resizing is an HTML-Node and drag'n'drop is within SVG?!
