현재 GARDEN_CONFIG_DIR 가 있으면 해당 설정을 사용하고 없으면 기본 /config/attendance 를 사용하고 있음.
배포 환경에서 별다른 설정을 안하면 /config/attendance 를 사용하도록 했고 로컬환경에서는 GARDEN_CONFIG_DIR 로 ./config/attendance를 사용하도록 하기 위함이었음.
그런데 오히려 개발 환경 설정이 불편할 뿐
배포할 때는 설정 경로를 따로 지정해 주면 되니 말이다.
기본 ./config/attendance 를 사용하도록 하고 배포 할 때는 GARDEN_CONFIG_DIR에 /config/attendance를 사용하도록 하자.
