Encoding problem when using WP CLI #72

Overview description

When running a command like "wp.bat core update". It has problems, printing some characters.

Steps to reproduce

  1. Right click on a WP project
  2. Choose WordPress -> Run Command...
  3. Running the "wp core update" command
  4. Look into the output

Actual results

Encoding problems: image

Expected results

No encoding problems

Your environment (NetBeans and plugin version, e.t.c.)

Windows 10 (64, German), NetBeans 10, PHP WordPress Blog/CMS plugin 0.9.5.
