Documentation not readable due to wrong website links #295

What steps will reproduce the problem?
1. Go to http://freearc.org/FreeArc040-eng.htm
2. Click on any link

What is the expected output? What do you see instead?

It goes to http://www.haskell.org/bz/FreeArc040-rus1.htm#_Toc182830177

Which is not found (and would send to the RUS page instead of EN).

To make it work I have to copy "#_Toc182830177" and paste it after 
"http://freearc.org/FreeArc040-eng.htm" to make 
"freearc.org/FreeArc040-eng.htm#_Toc182830177"
