Selected network route not allowed with current settings you have set up

What steps will reproduce the problem?
1. Attempting to connect my Android over Mobile Data Usage.

What is the expected output? What do you see instead?
The phone account is "Inactive" together with the above error message.

What version of the product are you using? On what device / operating
system?  As of Aug 2014, could it be 4.4  -   installed on; Samsung Galaxy GT - 
19305.

Please provide any additional information below.
VoIP service provider is Engin Aus, and the phone works on WiFi.

I had the same problem.  Turns out I had disallowed calling on the 3G/GPS/EDGE 
networks.  In Settings -> Network there are check boxes to enable each of 
these.  You need to ensure that your carrier doesn't ratchet up the charges on 
you, though... and/or use a VPN.
