NFS latency measurement utility #122

It would be extremely handy to have a small tool to capture NFS packets
briefly and report the latency between request and response for various
request types.  This tool could then be called by other monitoring systems
to provide NFS latency samples.

libpcap would be the most convenient way to do the capture.
