Support multilayer replication #27

We have never tested or documented
multilayer replication
(e.g. A replicates to B replicates to C)
so there are probably some bugs.
Let's document it, test it, and solve any problems this reveals.

Jiaying says the code is in, but the cbtb test is still
failing.  She's going to try debugging them using
the UML cbtb test rig on her machine.

The code committed in revision 1397. The test has passed the cbtb uml.
