ddsnap does not complain if started >1 time for the same snapshot/origin volumes #99

What steps will reproduce the problem?
1. create loop0/loop1
2. start ddsnap server on loop0/loop1
3. start ddsnap server on loop0/loop1
4. Try to read from volume or snap volumes

What is the expected output? What do you see instead?
Expect error on second server start, instead it will fail on data access.

Moving to low priority per:
17:38 <flips> willn, 99 is low priority because zumastor should not start more
              than one server
17:39 <flips> this then becomes a feature request for the agent component
              ddsnap, without an obvious right way to proceed
