Old paste shortcut Shift+Insert does not work #36

What steps will reproduce the problem?
1. Open IDE
2. Open File 
3. Copy some text
4. Attempt to paste text using Shift+Insert

What is the expected output? What do you see instead?
No paste action occurs
(it works in everything else on my system)

What version of the product are you using? On what operating system?
X15.1
2.6.38-16-generic #67-Ubuntu SMP x86_64 x86_64 x86_64 GNU/Linux

Copy, Ctrl+Insert, also does not work. it appears any key combo with Insert is 
broken.
