feat: 314 access to my account even if i dont have credits #315

The goal of this pull request is to make it possible for user to keep their accounts even if they don't have sufficient credits.

Why?

Because not having credits should not block a user to access naas.ai or even continue to work on notebooks. It should only disable paid features.
