• And the addition of those notes to all-minutes.md

Thanks, @isabela-pf - nag here: the previous minutes seemed to have the following format for their title month.day.year-Meeting minutes see screenshot. The last few ones are missing the "Meeting Minutes" bit, and now the TOC looks inconsistent.

There is also an index.rst file that I managed to get working in the docs (see https://jupyter-accessibility--112.org.readthedocs.build/en/112/community/meeting-minutes/jupyterlab-accessibility-meetings/index.html). Would you like to keep this index? if so we need to add the missing entries from 2022 to the index.rst file
