DOC - Miscellaneous improvements to compass

This PR adds the following

• Fixes a couple of typos and grammatical errors
• Splits the community meetings per year
• Some style fixes (add underline to links, change a couple of colours to meet WCAG AA)
• Update to pre-commit hooks (periodical maintenance)

i really feel like this pull request got merged in too early. there wasn't a discussion with the community about this anywhere. some more buy-in would have been great for such a significant effort. this change has not made post-meeting work easier. it has added more effort to finding and adding meeting notes.

the all-minutes.md document isn't useful anymore since github doesn't recognize the myst include statements.

i'd be down with some smaller granularity on the meetings like 1/2 a year or quarter or something. separate documents for each meeting aren't helping on the whole.
