Jupyter accessibility letter of intent for CZI EOSS Cycle 6 #141

Similar to how we have done in the past (see #36) I am adding a submitted letter of intent for CZI EOSS Cycle 6 that @isabela-pf @gabalafou and I worked on.

This has been accepted and will be working on a full proposal in the upcoming days.
