Add roadmap to keep people up to date on CZI grant work

Since the CZI grant process has been on this repo in the past, I thought it'd make sense to share roadmap we're using to organize all the issues across project repos and make it clearer for the community that they can join in.

I've opened this PR as a draft because I want to give this another pass when I'm less sleepy before merging. Some other changes I need to make:

• [ ] Create a file to listed completed roadmap items (also good so people can double check that changes are working)
• [ ] Check if I need to update the docs index (or if this is grouped in fine with the meeting notes)
• [ ] Make sure the intro has proper context for this repository. Maybe link to the proposal or other issues on this repo that are relevant.
• [ ] Link to this from the readme

I love the idea of having a list of completed items. A good way to keep track of what we've done to show to the community and the Chan Zuckerberg Initiative.

Two quick thoughts:

• Are we sure about the file path? docs/source/meeting-minutes/czi-grant-updates/czi-grant-roadmap.md? What about docs/roadmap.md?
• Can we link to it from the README?

I'm not sure at all! I don't know where it needs to go to get picked up by the docs infrastructure here, so this was just a place to start. I'm happy to move it to wherever is appropriate.

Sure, I can do that when I know what the relative path will be. I've added it to the to-do list!
