I didn't expect to find formatting issues going so far back, so the list of files changed for got out of hand. The only new notes in need of review are
2022-04-06.md
2022-04-20.md
2022-05-04.md
2022-05-18.md
And the addition of those notes to all-minutes.md
All other files had their titles and heading numbers updated for correct note hierarchy.
