Need to modify scala build to install toree from apache's dist server and not pypi #541

The pypi project for Toree has been removed. Apache does not want any packages made available outside of Apache sanctions servers.

That is so strange of Apache, that's how Python packages are consumed.

Apache is a very strict community with many rules and procedures that I fear will suffer from how fast innovation takes place elsewhere. If it wasn't for big data projects...
