Remove GH artifact action and update workflow for gh-pages #81

One quick follow-up! This removes a no-longer-needed artifact generation action, and also updates our GH Pages action to use the same workflow we recommend for building locally. It also updates the README to explain this a bit!

(sorry for not catching this in the last PR)

I will self-merge this one, as it is a minor follow-up to #80 and because we now have tests that fully pass!
