Adjust installation instructions to load conf.py settings #2

@willingc I'm not sure if this is the right way to upstream conf.py settings, but it was the first solution that came to mind. The end projects would import all of the variables from the jupyter-sphinx-theme, see the adjusted readme.md in this PR.

pycrypto is throwing an error on building for me. I think its a fabric dependency. In general, we should use pip install cryptography for any crypto stuff (better maintained).

I'm going to merge this as is. We can iterate if needed. Thanks @jdfreder
