Use PyPI trusted publishing (already set up)
Update release instructions to account for branch and tag Ruleset protections

Just checking: is it OK that the commits are unsigned? In particular I'm asking about "one or more authors requires that any commit attributed to them is signed".

Yes, signed commits are not required for Jupyter. I have that setting on for work, but I'm not on my work computer at the moment, and I don't have the signing set up on this machine.
