Current working directory not anymore in config_dir #301

The current working directory is not anymore in the config_dir. This is due to these 2 commits https://github.com/jupyter/jupyter_core/commit/ca98ef6d909a5675304a41629bc19ff8df02631d and https://github.com/jupyter/jupyter_core/commit/1fd79f9c192d4c56235ec1847f18d3b079b722b9.

Was that expected ?
